Planning for Success: The Development of the
Massachusetts Gaming Commission
The Commonwealth of Massachusetts passed the Expanding Gaming Act in November 2011 allowing operation of three resort casinos and a slot parlor in the state. The legislature also called for creating an independent body, the Massachusetts Gaming Commission (MGC), to oversee implementation of the licensing process and gaming operations. PMA’s Angel Arvelo and Scott Libby were engaged early on to provide scheduling and project management services to the Commission and to develop, implement, and monitor a plan to issue the gaming licenses. PMA’s approach and use of NetPoint have proven very effective in assisting commissioners, staff, and gaming consultants to develop a master schedule for the entire program; conducting interactive planning sessions; monitoring and updating progress; assisting the commissioners in evaluating alternatives; and facilitating the decision-making process. In addition, PMA is assisting the MGC in planning its own expansion and internal structure to guarantee that the Commission will be ready to support gaming operations once the facilities open and thereafter.

Mr. Arvelo is a Senior Associate with PMA Consultants with more than 11 years of project management experience in the construction industry. He has provided project management, project controls, risk management, and planning services for clients in the oil and gas, alternative energy, power transmission and distribution, transportation, life science, and gaming industries, as well as on multiple commercial and private construction projects. His work has covered projects in South America, the Caribbean, North America, and Europe. Mr. Arvelo is currently designated as the NetPoint – GPM Business Unit Representative in the New England region. He holds a BS in civil engineering from the Universidad Catolica Andres Bello in Caracas, Venezuela, and an ME in construction engineering and Management from University of Michigan.
